City Manager Daniel Valenzuela clarified the situation stemming from allegations that a former city employee used a fuel card or cards issued to him to steal from the City of Eagle Pass for a period of time. Mr. Valenzuela spoke to this publication in reference to the fact that policies and procedures are and were indeed in place to report missing cards or for city officials to be notified if there is over-usage.
In the case in which a city employee was able to circumvent these procedures for an undetermined amount of time, Valenzuela added, "If we had followed these policies and procedures, we could've avoided this situation," he mentioned early Wednesday morning, "unfortunately we had staff that didn't handle that."
A meeting was held with all the directors of the various departments to see where else this and any similar situations could arise in order to shore up any future discrepancies and he is certain that headway was made in respect to this issue.
"They had some good ideas," he mentioned in terms of how to monitor the issuance and usage of these types of accounts in the future, "and collectively, we came up with new policy."
Valenzuela also reiterated that he personally felt "shock, surprise and anger" that a thief would do such a thing with the public trust and not only this, but to get others to participate.
He went on to say that they as administrators they have made a conscious effort to not overspend and his administration has proven this by having the largest fund balances in recent memory to prove it.
