Residents of Eagle Pass and Maverick County make the effort to faithfully come into the facilities in City Hall to pay their property taxes, and the recent theft of $68,000.00 when a city employee picked up the fuel card of a former employee to purchase a large quantity of gasoline within a six month period. This has caused great unrest in the community because this is taxpayer's money, hard-earned money coming straight from the pockets of Eagle Passans.
It is sad that the city who counts on resources that are very advanced technologically to have not been aware that an ex-employee from May of 2011 through November until the authorities were able to detect the theft which started the investigation which continues today.
It was reported that the fraud could have happened anywhere during a lapse of 7 months.
In recent memory, only three years ago there was a similar situation when a theft was reorted and city administration implemented a system to be able to detect if this was indeed occurring.
This would make the supervisors of each department to monitor his/her department to check for any irregular expenditures.
According to The News Gram investigation, there were instances when one single unit used 100 gallons of gasoline in one week. The finance department does provide these statements to certain departments such as the police department and public works so that they can monitor their employees, so how can this happen?
In an interview with administration on Monday, it was said that new policy and procedures have been discussed and will be implemented in order to watch all electronic transactions and these problems could have been avoided if these methods had been in place.
According to an investigation by The News Gram, the finance department was not sharing receipts and monthly expenditures with the various departments in order to be a system of checks and balances.
